in England. On that basis I am prepared to recommend

an extension of four months' study leave in accordance

with the usual practice.

If these proposals are approved I shall

be greatly obliged if Mr. Kelvin-Stark, who will

report to you immediately on his arrival in London,

may be afforded all possible assistance in his approach

to the various departments of Government from which

he can receive most profitable advice and assistance:

these are thought to be the Board of Trade, Inland

Revenue Department and Customs and Excise Department;

but the exact nature of his studies can best be

settled after discussion with your advisers.

Government. The purchase of necessary text-books,

particularly such as would form the nucleus of a

statistical library on his return, could be

authorized through the Crown Agents for the Colonies

at your discretion; but in anticipation of your

approval of the scheme Mr. Kelvin-Stark is being

authorized to spend up to £10 on books in connection

with the preliminary reading he proposes to undertake

in Canada.
